The 1033 program makes military equipment available to local law enforcement agencies (LEA). When controlling variables researchers found causal relationship between law enforcement officers that received militarization through material, cultural, organizational and operations leading to higher levels of aggregate LEA violence, with an increase of 129% in civilians killed by police and civilian deaths (3), as well as dog deaths compared to local law enforcement agencies that did not receive militarization equipment. Leading to the thought that demilitarization may better secure community safety.
